Definitely Nightfall if you have to pick only 1. Only skill I can think of that you'd need from Factions is Spirit Bond.

More than just Spirit bond. Some have others that can replace them, but some common skills from factions:
Sun and moon
broad head
bestial mauling
deny hexes
gift of health
res chant
sig of rejuv
reckless haste
conjure nightmare
auspicious incantation
images of remorse
expel hexes
In Nightfall, you'd be missing:
agonizing chop
enraging charge
flail
cripslash
soldier's defense
burning arrow
natural stride
Light of deliverance
words of comfort
mending touch
shield of absorption
sig of removal
corrupt enchant
reaper's mark
sig of lost souls
mirror or disenchant
bsurge
storm djinn's haste
flam djinn's haste
mind blast
glowing gaze
liquid flame
freezing gust
Comparing those skills, I'd say go with getting nightfall. Also, I'd say that paragons and dervishes are arguably more common than sins and rits in high-level play (though HA and gimmicks are a different story).

Honestly, if you can't get both than you are better off getting neither and playing another game. In order to be competitive you are going to need both, and you are going to need Gw:en when it comes out as well.

If you want to just do casual PvP, get factions for AB and fort aspenwood. If you want to be truly competitive, you really need all the chapters. I suggest just sticking with AB because you won't be competitive. It's a good alternative to RA when it gets boring.

I'm going to say Factions for my masaume said. If you aren't getting both you have no hope of being high level competitive so you might as well have fun playing alliance battles or whatever.

It kinda depends on your favorite class IMO:
- warrior -> nightfall.
- ranger -> certainly nightfall.
- monk -> factions (unless you play mainly in ra/ta, in which case nightfall is better). Still, both chapters are really required here.
- mesmer -> factions.
- necromancer -> both can work, but nightfall is better (mainly because of signet of lost soul).
- elementalist -> nightfall, factions has pretty much no elementalist skills that are used in high-end pvp (except maybe shatterstone).

I agree with Suira, it depends on your class.
Warrior: Nightfall, but you can get away with prophecies only.
Ranger: Nighfall (mending touch, natural strike from nightfall, only Broad Head Arrow from factions)
Ele: Nightfall (searing flames, bsurge, freezing gust) do these guys even run anything from factions anymore?)
Monk: You need both to play all monks. If you play healer go nightfall, you need LoD. If you play prot, you have to have factions to get gift of health and spirit bond. Monk you really ultimately want both, but you can get away with playing one of the two until you get both. There are a lot of good skills you want from nightfall and a few you may want from factions, but I listed the absolutely required skills.
Mesmer: This guy is still mostly core/prophecies. I wouldn't base your decision on mesmers. Hex Eater vortex seems some play, while conjur nightmare and auspicious incantation also see some play. Might want to go factions here for the fast cast rez chant and flesh of my flesh.
Necro: Nightfall, reckless hast is about the only factions skill that sees a lot of use. Rising Bile, Corrupt Enchantment, Reapers mark, and many other hexes see very frequent use and are more important to the builds than reckless haste.
New Classes:
Dervish and Paragon are more popular than Ritualist and Assassin.
You can actually do some high level competitive play without all 3 (a lot of GvGers don't have all 3 on their second account.) You can buy one to get back into the game and make due with it for a while, but you will eventually have to buy the other for long term GvG play.

The only reason why many top GvGers can get away with only 1 or 2 chapters is because they will make builds suitable for them. I'm not saying it's untrue that he can't do top level play, but it's just really hard for a (re)starting PvPer to get into a good group or guild if they aren't well known for their skills and only have a limited skill set. If both players have similar credentials, why take the guy with only 2 chapters when you can take the guy with 3?
